On 30 June 2026, the International Forum "Every Child Matters: Digital Personalised Learning, Inclusion, and the Right to Quality Education" was held in Kyiv. The event was co-organized by the Educational Ombudsman of Ukraine, War Child Alliance, and the Ukrainian Educational Research Association (UERA). The Forum brought together policymakers, representatives of international organizations, researchers, education professionals, and civil society organizations to explore evidence-informed approaches to ensuring every child's right to quality education, promoting inclusive education, and leveraging digital technologies to support teaching and learning.
The Forum was opened by Nadiia Leshchyk, Educational Ombudsman of Ukraine; Yaroslava Mozghova, Head of Programmes, War Child Alliance; and Oksana Zabolotna, National Research Coordinator of the Can’t Wait to Learn (CWTL) programme in Ukraine. The opening session highlighted current policy priorities in inclusive education, the role of digital innovation in supporting children with special educational needs, the importance of accessibility and barrier-free education, and strategies for advancing personalized learning within inclusive education systems.
The programme featured two international expert panels examining digital solutions for inclusive education in Ukraine and lessons learned from international practice. Experts from the Ministry of Education and Science of Ukraine, the Ukrainian Institute for Education Development, the Mykola Yarmachenko Institute of Special Education and Psychology of the National Academy of Educational Sciences of Ukraine, the Can’t Wait to Learn programme, and partner institutions from the United Kingdom, Lithuania, and Poland shared research findings, policy perspectives, and practical experience in designing and implementing inclusive digital learning solutions.
A dedicated thematic session focused on the practical application of digital technologies in inclusive education. Participants were introduced to findings from the evaluation of the Can’t Wait to Learn digital learning application, evidence on the use of Eye Tracker technology to support learners with diverse disabilities and educational needs, and the contribution of Universal Design for Learning (UDL) to mitigating learning loss, strengthening learner engagement, and ensuring equitable access to high-quality education.
The Forum served as a platform for interdisciplinary dialogue, international knowledge exchange, and collaboration among researchers, policymakers, and practitioners committed to advancing inclusive education. Discussions underscored the importance of evidence-based policymaking, cross-sector partnerships, and the responsible integration of digital technologies into education systems. The event concluded with a shared commitment among Ukrainian and international partners to expanding personalised learning opportunities, improving access to inclusive digital educational resources, and ensuring that every child can realise their right to quality education regardless of their individual needs or circumstances.
